South Africa’s Public Investment Corporation has suspended Chief Executive Patrick Dlamini following a whistleblower complaint alleging impropriety.

The Public Investment Corporation’s board said the suspension was a precautionary measure intended to allow an independent and impartial investigation into the allegations submitted last month. It stressed that the decision does not constitute a finding of wrongdoing and that Dlamini will have an opportunity to respond to the claims during the investigation.
The board did not disclose the nature of the allegations or provide a timeline for completing the investigation. It said the action was taken in line with the corporation’s governance procedures to ensure the integrity of the investigative process and maintain public confidence in the institution.
Dlamini was appointed chief executive in 2025 after years of leadership instability at the state-owned fund manager. His appointment was widely viewed as part of efforts to strengthen governance and restore credibility following previous corruption scandals that had undermined investor confidence in the institution.
The Public Investment Corporation manages more than 3 trillion rand ($182.6 billion) in assets on behalf of public sector clients, including the Government Employees Pension Fund, making it the largest investor on the Johannesburg Stock Exchange. Beyond listed equities, it also oversees investments in infrastructure, private equity and developmental projects aimed at supporting South Africa’s economic growth.
The latest development has revived memories of the corporation’s governance crisis in 2018, when former Chief Executive Dan Matjila resigned following allegations of corruption that prompted President Cyril Ramaphosa to establish the Judicial Commission of Inquiry into the Public Investment Corporation.
The inquiry later found that several executives had acted dishonestly and breached governance standards in a number of investment decisions.
The suspension also comes as South Africa’s Financial Sector Conduct Authority has launched a separate investigation into governance, transparency and leadership issues at the Public Investment Corporation.
The regulator said recent developments had raised concerns about whether the institution continues to meet the standards expected of one of Africa’s most important state-owned financial institutions.
The outcome of the investigation will be closely watched by investors and pension fund members given the Public Investment Corporation’s central role in South Africa’s financial system. While the board has emphasised that the suspension is purely precautionary, the case adds fresh scrutiny to governance at an institution responsible for managing hundreds of billions of dollars in public assets and safeguarding the retirement savings of millions of South African workers.
