South Africa has signed a $500 million sovereign-backed loan agreement with the Asian Infrastructure Investment Bank (AIIB), securing fresh financing to improve municipal infrastructure and strengthen climate resilience across the country.

The agreement marks AIIB’s first investment in South Africa since the country joined the multilateral lender in 2020. The financing will support the South Africa Metro Trading Services Program, which aims to improve the delivery of essential municipal services, including water and sanitation, electricity distribution and solid waste management.

South Africa’s National Treasury said the programme is designed to help metropolitan municipalities modernise ageing infrastructure while making public services more resilient to the growing effects of climate change. The investment is also expected to improve operational efficiency and strengthen the financial sustainability of local governments.

The loan comes weeks after the World Bank approved a separate $1.5 billion financing package for South Africa to support reforms in the electricity, transport and water sectors. Together, the two facilities underscore the government’s efforts to address long-standing infrastructure bottlenecks that have constrained economic growth.

The AIIB said the project aligns with its strategy of financing sustainable infrastructure that promotes economic development while improving resilience to climate-related risks. The bank noted that strengthening municipal services is essential to supporting urbanisation and improving living standards in South Africa’s largest cities.

The financing will also help municipalities upgrade infrastructure needed to cope with rising demand for public services and increasingly frequent climate-related events such as floods and droughts. Improving the reliability of basic services is expected to support business activity, attract investment and enhance the quality of life for millions of residents.

The agreement expands AIIB’s footprint in Africa as the Beijing-based lender seeks to increase investment in sustainable infrastructure across emerging markets. Since its establishment in 2016, the bank has financed projects in energy, transport, water and urban development across Asia and other regions, with South Africa becoming one of its newest African partners.

For South Africa, the loan provides another source of long-term development financing at a time when the government is seeking to upgrade critical infrastructure, improve municipal performance and support economic recovery. Officials said the programme is expected to strengthen service delivery while helping cities become more resilient to future environmental and economic challenges.
