Russia and Vietnam Strike Deal on First Nuclear Power Plant

MOSCOW : Russia and Vietnam have agreed to cooperate on the development of Vietnam’s first nuclear power facility, marking a significant step forward in bilateral energy ties and signaling Hanoi’s renewed interest in nuclear energy.

Russia and Vietnam Strike Deal on First Nuclear Power Plant

The agreement, signed during Vietnamese Prime Minister Pham Minh Chinh’s visit to Moscow, outlines plans for Russia to assist in the construction of a nuclear power plant in Vietnam’s Ninh Thuan province. Russia’s state nuclear agency, Rosatom, is expected to play a central role in the project, bringing its expertise in reactor design, construction, and nuclear technology.

The proposed facility is expected to include two reactors with a combined capacity of approximately 2,400 megawatts, although key details such as financing arrangements, construction timelines, and regulatory approvals remain under discussion.

Vietnam had previously shelved its nuclear energy ambitions in 2016, citing high costs, public concerns, and evolving energy priorities. However, surging electricity demand driven by rapid industrialization and urban growth has prompted policymakers to revisit nuclear power as a stable, low-carbon energy source.

For Russia, the deal represents an opportunity to expand its footprint in Southeast Asia’s energy sector, particularly as it seeks to strengthen economic partnerships beyond traditional markets. Rosatom has been actively pursuing international projects, positioning itself as a major global supplier of nuclear technology.

Analysts say the agreement reflects a broader trend of countries reconsidering nuclear energy as part of their long-term energy strategies, especially amid growing concerns over energy security and climate change.

While the deal marks a significant milestone, experts caution that nuclear projects typically involve long development timelines, complex financing structures, and stringent safety requirements. As such, the success of the Vietnam project will depend on sustained political commitment, regulatory clarity, and international cooperation.

If completed, the plant could play a crucial role in diversifying Vietnam’s energy mix, reducing reliance on fossil fuels, and supporting its transition toward cleaner energy sources.
