Sweden is set to implement new uranium mining rules on July 15 that industry says will make it easier to develop some of Europe’s largest undeveloped uranium deposits, as the region seeks to strengthen domestic supplies of nuclear fuel and critical raw materials.

The changes, approved by parliament last month, remove uranium mines from the country’s nuclear regulatory framework and instead treat them like other mining projects under Swedish law.
The reforms follow Sweden’s decision in January to lift a ban on uranium mining that had been in place since 2018, marking one of the country’s biggest policy reversals on nuclear fuel production in years.
The new framework is expected to simplify permitting by removing the classification of uranium mines as “nuclear facilities”, eliminating an additional regulatory hurdle that companies said had created uncertainty for investors.
The move comes as Europe looks to reduce its dependence on imported uranium following Russia’s invasion of Ukraine. The European Union imports most of the uranium used to fuel its nuclear power plants, while governments across the bloc are backing nuclear energy to strengthen energy security and meet climate targets.
Sweden hosts some of Europe’s largest undeveloped uranium resources, many of which also contain vanadium, potash and other minerals designated by the European Union as critical raw materials.
Aura Energy, which is developing the Häggån polymetallic deposit in central Sweden, said the reforms would create a more predictable investment environment.
“The momentum in pro-nuclear legislation continues in Sweden,” Executive Chairman Phil Mitchell said.
He said the removal of the uranium mining ban in January had “now been supplemented with the declassification of uranium mining as a nuclear facility.”
“This step brings uranium into line with other minerals and creates a more predictable, uniform permitting process for uranium mining in Sweden,” Mitchell said.
The Häggån deposit is estimated to contain about 800 million pounds of uranium oxide (U3O8), in addition to potash and vanadium. Sweden’s Geological Survey earlier this year proposed designating the project as being of national interest for valuable materials.
“With an evolving regulatory environment in Sweden that is clearly supportive of investment in mineral exploration and development, Aura will continue to engage with local communities as crucial stakeholders in the establishment of a successful mining operation in Sweden,” Mitchell added.
District Metals, whose Viken project in central Sweden hosts about 1.7 billion pounds of indicated and inferred uranium resources alongside vanadium, potash, molybdenum, nickel, copper and zinc, said the reforms would strengthen Sweden’s ambitions to build domestic nuclear fuel and critical mineral supply chains.
“This change to the permitting framework for uranium fits with Sweden’s ongoing nuclear expansion,” Chief Executive Garrett Ainsworth said.
“By establishing a more predictable permitting framework for uranium extraction and processing, Sweden is aligning these activities with other mining projects while maintaining robust environmental and safety standards,” he said.
“We believe these changes further enhance the strategic importance of the Viken Deposit and our broader Alum Shale Properties as Sweden and the European Union seek secure, long-term sources of uranium and other important and critical raw materials required for energy security and low-carbon economic competitiveness,” Ainsworth added.
The legislation taking effect on July 15 also amends Sweden’s rules on extraction waste from uranium mining and forms part of a broader government strategy to expand nuclear power. Parliament last month also approved changes allowing nuclear reactors to be considered at more coastal locations.
While the reforms remove a key regulatory obstacle, uranium projects will still require environmental approvals, financing and mine development before production can begin, a process that typically takes several years.
