Europe is witnessing a significant transformation in its aviation infrastructure, with several major airport expansion projects underway as governments and investors respond to rising passenger demand and the long-term growth of global air travel.

Worldwide, 423 new airports are either planned or already under construction. The Asia-Pacific region accounts for the largest share with 223 projects, while Europe currently has 58 airport developments underway. In addition, 121 runway expansion projects are planned globally, including 28 across Europe, highlighting the continent’s continued push to modernize and expand aviation capacity.
Several European countries are now investing heavily in airport modernization and expansion programs aimed at strengthening tourism, trade, and international connectivity. In the United Kingdom, Heathrow Airport has proposed a £10 billion investment plan designed to increase annual passenger capacity to 92 million travelers by 2031. The Heathrow expansion proposal includes adding 70,000 square meters of terminal space, demolishing Terminal One, expanding Terminal Two, and constructing a new southern access tunnel. To help finance the project, Heathrow has requested a 17% increase in landing charges, raising the average fee to £33.26 per passenger.
In Spain, Prime Minister Pedro Sánchez announced a €2.4 billion expansion of Madrid Barajas Airport to increase capacity to 90 million passengers annually by 2031, improve connections with South America and Asia, and develop a major airport solar energy project, while in Poland, the massive Central Communication Port (CPK) project near Warsaw is being developed to handle 40 million passengers annually by 2028, with long-term plans to expand to 100 million passengers alongside a high-speed rail network connecting the airport to Warsaw in just 15 minutes.
Beyond Western Europe, new aviation hubs are also emerging across Southeastern Europe and the Balkans. One of the most closely watched projects is Vlora International Airport in Albania. The development recently gained momentum after Albania’s Supreme Court cleared legal challenges that had delayed construction, allowing work on the airport to resume.
Located near Albania’s rapidly developing Riviera coastline, Vlora Airport is expected to become the country’s third international airport and a major gateway for Mediterranean tourism. Albanian officials believe the airport could significantly increase foreign tourism, improve regional connectivity, and attract new investment into southern Albania. The airport is designed to handle large commercial aircraft and is expected to play a key role in Albania’s efforts to establish itself as a larger European tourism destination.
As airport construction accelerates across Europe, projects such as Heathrow and Vlora highlight the broader challenge facing the aviation industry: balancing economic growth, rising tourism demand, and environmental sustainability in the next generation of European infrastructure development.
